V4L/DVB (13150): uvcvideo: Don't acquire privileges in VIDIOC_TRY_FMT

Browse source 
The VIDIOC_TRY_FMT ioctl doesn't interfere with video streaming and thus
should succeed on an unprivileged file handle.
